主要内容：1. 一次性补助。被认定为“双更”基地的，给予60万元的一次性补助。已享受过市级创业孵化基地、大学生创业园、农民工返乡创业园、留学人员创业园、科技孵化园、文创园等一次性补助的不重复享受。

    2. 绩效奖补。从认定后的第二年起，对每个“双更”基地连续4年开展绩效评估，评估合格的，按照吸纳高校毕业生、农民工、退捕渔民、脱贫人口、退役军人和其他就业困难人员就业创业1000元/人·年的标准给予绩效奖补，最高不超过40万元。“双更”基地可承接公共就业创业服务活动，按规定享受就业创业服务补助和各类扶持政策。

    适用条件：认定标准

    （一）功能标准

    基地为具有管理服务能力且具备法人资格的单位，有固定的办公场地和生产经营场所，并具备以下功能：

    1. 吸纳就业功能。能提供一定规模的就业岗位，吸纳重点群体就业；

    2. 创业孵化功能。能提供一定数量的创业工位，并为创业者提供项目评估、项目推介、开业指导、品牌策划、产业链对接等服务；

    3. 职业培训功能。有培训机构、培训场地和相应师资，能组织劳动者就地开展职业技能培训；

    4. 就业服务功能。设有智能就业应用场景，能为劳动者提供便捷就业、创业、培训服务。

    （二）绩效标准

    1. “一区”基地吸纳就业和促进灵活就业人数不低于300人，“两群”基地吸纳就业和促进灵活就业人数不低于200人；

    2. 高校毕业生、农民工、退捕渔民、脱贫人口、退役军人和其他就业困难人员占基地就业总人数比例不低于30%；

    3. “一区”基地提供的创业工位不低于30个，“两群”基地提供的创业工位不低于20个；

    4.单位就业人员中稳定就业6个月以上的占90%以上；

    5. 单位就业人员工资高于当地最低工资标准；

    6. 有培训意愿的从业人员参训率达到100%,培训后获得职业技能等级证书率超过35% ；

    7. 农民工工资拖欠案件、劳动争议仲裁败诉案件、较大安全事故零发生；

    8. 社会保险参保率达到100%。

    对带动就业有显著成效，服务乡村振兴、成渝地区双城经济圈建设、“一区两群”协调发展等重大战略有重大突破的基地，在培育认定时给予优先倾斜。

"Double qualifications" base subsidy

    Main content: 1. Lump-sum subsidy. An one-off subsidy worth RMB600,000 will be given to those recognized as "Double Qualifications" bases (legal persons with management service capability, fixed offices and premises, and business incubation functions, and capable of providing vocational training and employment services). Those who have already enjoyed the one-off subsidies for municipal-level business incubation bases, university business incubators, migrant workers' home-returning business parks, overseas students pioneering parks, science and technology incubation parks, and cultural and creative parks will not be subsidized again.

    2. Performance reward. From the second year after accreditation, each "Double Qualifications" base will be evaluated for four consecutive years. If it passes the evaluation, it will be given a performance reward at the rate of RMB1,000/person/year, with a ceiling of RMB400,000, for increasing the employment and business startup of college or university graduates, migrant workers, retired fisherfolks, poverty-overcome populations, veterans, and others with difficulties in finding jobs. The "Double Qualifications" bases may undertake public employment and entrepreneurship service activities, and enjoy employment and entrepreneurship service subsidies and various support policies in accordance with regulations.

    Accreditation criteria

    (I) Functions

    The base is a unit with management service capacity and legal personality, fixed office space and production and business premises, and the following functions:

    1. Promotion of employment. Able to provide a certain scale of positions and offer jobs for major groups;

    2. Business incubation. Have a certain quantity of business startup stations, and able to provide entrepreneurs with services such as project evaluation, project promotion, startup guidance, brand planning, and industry chain docking;

    3. Vocational training. Have training institutions, training venues and faculties, and capable of organizing on-site vocational skills training;

    4. Employment services. There are intelligent employment application scenarios that can provide employees with convenient employment, entrepreneurship and training services.

    (II) Performance standard

    1. The number of persons to whom jobs and flexible employment opportunities are provided in the "One District" base shall not be less than 300 and shall not be less than 200 in the "Two Clusters" base;

    2. The proportion of college or university graduates, rural migrant workers, retired fishermen, poverty-overcome persons, ex-servicemen, and others with employment difficulties in the total number of people employed in the base shall not be less than 30%;

    3. No fewer than 30 business startup stations are provided in the "One District" base, and no fewer than 20 business startup stations in the "Two Clusters" base;

    4. Of all the employees in the same company, above 90% has been working for the employer for more than six months;

    5. The payroll is higher than the local minimum wages;

    6. The participation rate of employees who are willing to be trained reaches 100%, and the rate of obtaining vocational skills rating certificates exceeds 35% after training;

    7. There are zero cases of defaults on the wages of migrant workers, unsuccessful labor dispute litigation and arbitration, or large-scale safety accidents;

    8. The rate of social insurance contribution is 100%.

    During base cultivation and accreditation, priority will be given to the bases that have achieved remarkable results in promoting employment and have made significant breakthroughs in important strategies such as rural revitalization, construction of the Chengdu-Chongqing Economic Circle, and coordinated development of "One District and Two Clusters".
