18.灵活就业社会保险补贴(Social security subsidies for flexible employment)
主要内容:在我市行政区域内实现灵活就业,并缴纳社会保险费的登记失业离校2年内高校毕业生、我市户籍登记失业“4050”人员、低保家庭人员、零就业家庭人员,按其实际缴纳职工养老保险费、职工医疗保险(含大额医疗保险)费的2/3给予社会保险补贴。除对距法定退休年龄不足5年的可延长至退休外,其余人员最长不超过3年。(按其实际缴纳的基本养老保险费和基本医疗保险费的2/3计算。)
适用条件:适用于为自然人及其家庭(近亲属除外)提供孕产妇新生儿照护、婴幼儿照护、饮食服务、保洁服务、老人照料、病人陪护的家政服务人员;个体工商户雇工;在城市管理部门规定区域和时间内,销售农副产品、日常生活用品的商贩(取得工商营业执照人员除外);网约车驾驶员等群体。

Social security subsidies for flexible employment
Main content: In the administrative areas of Chongqing, college and university graduates registered as unemployment within two years of graduation who have met the flexible employment condition and paid up social insurance premiums at the same time, and local "4050" groups who have a Chongqing hukou, members of low-income families, people from zero-employment households, the issuing standard of social insurance subsidy is 2/3 of the employee's endowment insurance and the employee' medical insurance actually paid up (including catastrophic supplementary medical insurance). If it is less than five years away from the statutory retirement age, the insurance period may be extended to retirement, but the maximum period for the rest of employees shall not exceed three years. (Calculated as 2/3 of the actually-paid basic endowment insurance and basic medical insurance premiums.)
Scope of application: Domestic helpers who provide maternal and newborn cares, baby and infant cares, catering services, cleaning services, elderly care, patient accompanying and attending services for natural persons and their families (except for close relatives); employees of individual businesses; vendors (except for those who have obtained a business license) of agricultural and sideline products and daily necessities in the area and time stipulated by the city management department of Chongqing; and drivers of online car-hailing services.
