26.“鸿雁计划”人才奖励("Hongyan (Swan Goose) Plan" rewards)

    主要内容:入选“鸿雁计划”人才可以享受人才奖励、引才补助和相关的配套服务保障。

    1. 人才奖励。A类人才参照其年缴纳个人所得税额度的2倍或定额给予奖励,最高不超过200万元;B类人才参照其年缴纳个人所得税额度的1.5倍或定额给予奖励,最高不超过100万元;C类人才参照其年缴纳个人所得税额度的1.2倍或定额给予奖励,最高不超过30万元。奖励资金一次确定分3年发放,其中第一年发放奖励资金的40%,第二年发放奖励资金的35%,第三年发放奖励资金的25%。以上奖励作为市政府奖励,依法免征个人所得税;

    2. 引才补助。对“鸿雁计划”入选人才的用人单位按照引进人才年薪的5%给予经费补助。补助资金主要用于用人单位支付人力资源服务机构中介费用、个人推荐人才奖励、引才工作经费等相关支出;

    3. 服务保障。包含创业服务、居留签证、落户、配偶子女就业、医疗服务、子女入学(托)等。

    适用条件:同时具备以下条件可以申报:遵守中华人民共和国法律,具有良好的职业道德、社会责任意识、先进的管理理念或创新创业能力。原则上应有海内外知名高校、科研院所、机构、世界500强企业学习或工作经历。

    原则上应与引进企业签订3年及以上劳动合同或者与引进区县签订3年及以上的落户协议。年度薪酬条件,“鸿雁计划”人才按行业分三个档次,每个档次按年度薪酬水平分A、B、C类别:

    第一档:C类人才年薪为30万元一60万元,B类人才年薪为60万元一120万元,A类人才年薪为120万元以上。主要包括水利、农业租赁与商务服务、环境和公共设施管理、建筑、采矿、批发与零售、制造(包括智能制造)、房地产、交通运输、仓储及邮政、文化、体育与娱乐、住宿和餐饮、修理和其他服务等行业人才;

    第二档:C类人才年薪为40万元一80万元,B类人才年薪为80万元一160万元,A类人才年薪为160万元以上。主要包括教育、公共管理、社会组织、电力、热力、燃气及水生产和供应、卫生和社会工作、科学研究、技术服务、信息传输、软件和信息技术服务等行业人才;

    第三档:C类人才年薪为60万元一120万元,B类人才年薪为120万元一200万元,A类人才年薪为200万元以上。主要包括金融分析师(CFA)、金融规划师(CFP)、精算师、离岸金融专业站、新金融产品研发人才、私募股权(PE)与风险投资(VC )专业人才、风险管理专业人才、融资租赁专业人才等金融业专业人才。根据《关于印发金融业专业人才申报“鸿雁计划”评审认定方案的通知》(渝人社发〔2019〕146号),由银保监、证监、金融监管等部门推荐专家,建立金融业专业人才申报“鸿雁计划”评审专家库。市人力社保部门从专家库中随机抽取5或7名专家,将需评审的金融人才信息发至评审专家,评审专家根据认定条件及认定标准采取综合评价的方式进行评审。

"Hongyan (Swan Goose) Plan" rewards


    Main content: Those selected for the "Hongyan Plan" are entitled to talent incentives, talent attraction subsidies, and related supporting services and guarantees.

    1. Rewards for talent. Class A talents are rewarded with reference to two times or a quota of their annual personal income taxes, with a maximum of RMB2 million; Class B talents are rewarded with reference to 1.5 times or a quota of their annual personal income taxes, with a maximum of RMB1 million; and Class C talents are rewarded with reference to 1.2 times or a quota of their annual personal income taxes, with a maximum of RMB300,000. The financial incentives are distributed over three years, with 40% being distributed in the first year, 35% in the second year and 25% in the third year. The above rewards are provided as municipal government incentives exempted from personal income tax in accordance with the law;

    2. Talent attraction subsidy. The employers of the talents included into the "Hongyan Plan" will be given a financial aid worth 5% of the talents' annual salary. The grant funding is mainly used for the employer to pay the intermediary fees to human resources service agencies, individuals for recommendation of talents, and to cover the expenses for introduction of talents and other related expenditure;

    3. Service guarantee. Business startup services, residence visas, transfer of hukou (settling down), employment of spouses and children, medical services, enrollment of children in schools (nurseries), etc.

    Scope of application: the following conditions are met at the same time: abide by the laws of the People's Republic of China, have good professional ethics, sense of social responsibility, advanced management concepts, or innovation and entrepreneurial ability. Generally, it is required to have study or work experience in famous universities, research institutes, organizations, and Fortune Global 500 companies at home and abroad.

    It is by principle required to sign an employment contract with the company of talent introduction for a period of three years at least or a settlement agreement with the district or county of talent introduciton for a period of three years at least. Annual salary conditions are as follows: "Hongyan Plan" talents are divided into three categories by industry, and each category is sub-divided into A, B and C types according to the annual pay level:

    Category 1: The annual pay of type C talents is between RMB300,000 and RMB600,000; the annual pay of type B talents is between RMB600,000 and RMB1.2 million; and the annual pay of type A talents is above RMB1.2 million. It mainly involves the talents in the fields of water conservancy, agricultural leasing and commercial services, environment and public facilities management, construction, mining, wholesale and retail, manufacturing (including intelligent manufacturing), real estate, transportation, warehousing and postal services, culture, sports and entertainment, accommodation and catering, repair, and other services;

    Category 2: The annual pay of type C talents is between RMB400,000 and RMB800,000; the annual pay of type B talents is between RMB800,000 and RMB1.6 million; the annual pay of type C talents is greater than RMB1.6 million. It mainly involves the talents in such industries as education, public administration, social organizations, electric power, heating power, gas and water production and supply, health and social work, scientific research, technical services, information transmission, software, and information technology services;

    Category 3: The annual pay of type C talents is between RMB600,000 and RMB1.2 million; the annual pay of type B talents is between RMB1.2 million and RMB2 million; the annual pay of type C talents is more than RMB2 million. It mainly includes financial analysts (CFA), financial planners (CFP), actuaries, offshore financial professional stations, new financial product developers, private equity (PE) and venture capital (VC) professionals, risk management professionals, and financial leasing professionals, among other financial industry professionals. According to the Notice on the Issuance of the Appraisal and Identification Scheme for Financial Industry Professionals Applying for the "Hongyan Plan" (YRSF[2019] No.146), the specialists are recommended by the banking, insurance, securities and finance regulators shall form a panel of "Hongyan Plan" experts to review the application submitted by financial professionals. The human resources and social security departments in Chongqing randomly select five or seven specialists from the experts panel to send the information about financial talents to the experts to review with a comprehensive evaluation method according to the identification conditions and standards.
