06.一次性创业补助（One-off business startup subsidy）

主要内容：符合申报条件的对象，以家庭为单位（夫妻开办多个企业的，一方享受之后，另外一方不再补助）给予8000元/户的一次性创业补助。
适用条件：1. 首次创办的小微企业需符合《中小企业划型标准规定》（工信部联企业〔2011〕300号）认定标准；
2. 小微企业和个体工商户需正常经营1年以上3年以下（申报截止时间计算）,带动就业3人以上（不含本人）,按规定为员工缴纳城镇职工养老保险、医疗保险、失业保险、工伤保险和生育保险（以下简称社会保险），且其法定代表人为下列人员:（1）毕业2年内登记失业的高校毕业生（含留学回国人员和技师学院高级技工班、预备技师班、特殊教育院校职业教育类毕业生等参照高校毕业生享受就业创业政策的群体）;（2）登记失业的农村自主创业者；（3）复员转业退役军人；（4）化解过剩产能职工；（5）创业之前为登记失业的下列就业困难人员：①最低生活保障对象；②零就业家庭人员；③脱贫人口；④残疾人员；除第1类人群外，其他群体人员均应具有重庆市户籍。

One-off business startup subsidy
Main content: Those who meet the requirements of application will be given RMB8,000/household one-off business startup subsidy (if a couple runs more than one companies, only the wife or husband will enjoy the subsidy).
Scope of application: 1. Small and micro businesses established for the first time are subject to the accreditation criteria stated in the Provisions on Criteria for the Classification of Small and Medium Businesses (GXBLQY [2011] No.300);
2. Small and micro businesses and individual businesses (self-employed) that have been in normal operation for 1-3 years (calculated from the deadline of application), have promoted employment for more than three persons (excluding the employer) and purchased the town officers and workers endowment insurance, medical insurance, unemployment insurance, employment injury insurance, and maternity insurance (hereinafter referred to as "social insurance") for their employees in accordance with regulations, and have their legal representatives met the following requirements: (1) college or university graduates registered as unemployment within two years of graduation (including returnees who have studied abroad, graduates of senior technician classes in technician colleges, preparatory technician classes, and vocational education graduates of special schools, among the groups enjoying employment and business startup policies); (2) rural self-employed entrepreneurs registered as unemployment; (3) demobilized soldiers and veterans; (4) employees laid off for phasing out of excess production capacity; and (5) the following persons registered as unemployment prior to business startup: ① recipients of the minimum living allowance; ② members of the zero-employment family; ③ people freed from destitution; ④ person with disability; in addition to the first group of people, all other groups shall have a Chongqing hukou (household registration).
